Amid this reconfiguration, Bangladesh finds itself navigating both renewed opportunity and increased exposure. Maintaining market share and seizing potential gains will require speed, <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/11\/indo-pacific-geopolitical-trade-dynamics-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">strategic positioning<\/a>, and a clear understanding of emerging risks.&nbsp;<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Opportunity &amp; Headwind for Bangladesh&nbsp;<\/h4>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Amidst this uncertainty, Bangladesh\u2019s position is both promising and precarious. Now the world\u2019s second-largest <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/03\/bangladesh-economic-growth-investment-challenges\/\" target=\"_blank\" rel=\"noreferrer noopener\">garment exporter<\/a>, with a 7.4% global share<sup>iv<\/sup>, stands at the center of a shifting global apparel landscape. <strong>The recent U.S. move to raise tariffs on Chinese products to&nbsp;50-55% and 60% on Indian products creates significant competitive advantage for Bangladesh.<\/strong> &nbsp;<\/p>\n\n\n\n<p>Shifting orders from China due to price differential will likely benefit Bangladesh. While Vietnam captures the <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/08\/world-bank-trade-reform-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">higher value-added segment<\/a>, Bangladesh remains competitive in low-cost, volume-driven categories. Encouraged by the U.S. government&#8217;s push to diversify sourcing away from China, Bangladesh has already begun to benefit.<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2025\/08\/image-5.png\" alt=\"Figure 1:\u00a0 Bangladesh's Export to U.S.A\u00a0\" class=\"wp-image-35169\" style=\"width:601px;height:365px\" width=\"601\" height=\"365\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-center has-small-font-size\"><strong><em>Figure 1:&nbsp; Bangladesh&#8217;s Export to U.S.A&nbsp;<\/em><\/strong><\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Exports from Bangladesh to the U.S. have reflected a positive trend in recent months. This shift highlights Bangladesh\u2019s growing appeal as a sourcing destination amidst the <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/04\/tariff-troubles-bangladesh-rmg-sector\/\" target=\"_blank\" rel=\"noreferrer noopener\">changing trade landscape<\/a>. In the first half of 2025, apparel exports to the U.S. surged by over 25%, outpacing global and regional competitors.<sup>vi<\/sup>&nbsp;The numbers indicate not just higher&nbsp;demand but&nbsp;also a growing integration into U.S. supply chains.&nbsp;<\/p>\n\n\n\n<p>As tariffs and inflation climb, consumers, especially in lower- and middle-income brackets, are likely to cut back on discretionary spending, including apparel. This could pose a challenge for Bangladesh, whose apparel exports cater largely to price-sensitive segments of the U.S. market. Even a modest contraction in overall demand could offset the benefits of order diversion from China. Ultimately, <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/06\/rmg-sector-outlook-fy2025-26\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bangladesh\u2019s export performance<\/a> will hinge on whether a possible&nbsp;decline in consumer demand will likely offset by a shift in orders from competing countries.&nbsp;<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Changing U.S. Market Dynamics&nbsp;<\/h4>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Despite tariff uncertainty in the last few months, <strong>Bangladesh continued to experience export growth from the U.S. in July 2025., <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/04\/rmg-challenges-opportunities\/\" target=\"_blank\" rel=\"noreferrer noopener\">RMG exports<\/a> totaled approximately U.S.$820 Mn.<\/strong><sup>vii<\/sup> U.S. inflation rose 2.7% year-over-year in June 2025.<sup>viii<\/sup> There is also a rising cost across clothing lines that reflects a visible impact of tariffs on retail pricing. Persistent inflation tends to favor cost-competitive suppliers, such as those in Bangladesh. Yet, elevated inflation also reduces consumer discretionary spending, tightening overall apparel demand. <\/p>\n\n\n\n<p><strong>This also creates a possibility of <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/04\/u-s-tariff-hike-impact-on-bd\/\" target=\"_blank\" rel=\"noreferrer noopener\">stagflation if this inflation and interest rate<\/a><sup>ix<\/sup> continues to stay at an elevated level.<\/strong> Tariff-induced price hikes, particularly on imported goods like apparel, will strain middle-income households. If this trend persists, it could dampen demand for price-sensitive categories where Bangladesh thrives, causing a risk to the country&#8217;s recent export momentum.&nbsp;<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Preparedness from Bangladesh\u2019s Side&nbsp;<\/h4>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>As global firms recalibrate their sourcing strategies due to the <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/04\/u-s-tariff-hike-impact-on-bd\/\" target=\"_blank\" rel=\"noreferrer noopener\">shifting trade winds<\/a>, Bangladesh is emerging as a strong \u201cChina plus U.S. one\u201d contender, offering cost efficiency, large-scale capacity, and improved infrastructure. With average monthly wages around U.S.$110<sup>x<\/sup> and a track record of enhanced compliance post-Rana Plaza, <strong>the country is attracting not only Western brands but also major Chinese investors like Handa Industries and China Power International Limited, spurred by BIDA\u2019s recent outreach<\/strong>.<sup>xi<\/sup>&nbsp;<\/p>\n\n\n\n<p>The newly imposed additional 50% U.S. tariff on Indian apparel has further boosted Bangladesh\u2019s appeal as a sourcing destination. Duty-free access to the EU and a rising pipeline of foreign investments are positioning Bangladesh not as a backup, but as a strategic link in the <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/03\/rmg-industry-automation-growth-worker-wellbeing\/\" target=\"_blank\" rel=\"noreferrer noopener\">future global supply chain<\/a>. Still, without addressing structural inefficiencies like logistics bottlenecks and governance issues, this momentum may prove short-lived.<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Structural Barriers to Foreign Direct Investment (FDI)<\/h4>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Despite growing interest from foreign investors, Bangladesh continues to face challenges in attracting long-term <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/01\/rmg-sector-women-leadership\/\" target=\"_blank\" rel=\"noreferrer noopener\">foreign direct investment<\/a>. <strong>In the World Bank\u2019s latest B-Ready assessment, the country ranked 29th among 50 countries, with particularly weak performance in public service delivery (score ~41.5).<sup>xii<\/sup> <\/strong><\/p>\n\n\n\n<p><strong>Trade logistics remains another sore spot, Bangladesh ranks 88th globally on the World Bank Logistics Performance Index.<sup>xiii<\/sup><\/strong> Operational inefficiency and bureaucratic delays have been affecting investor confidence for a long time and without urgent intervention, we will fail to capitalize on this opportunity of becoming&nbsp;a global&nbsp;sourcing hub.<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Value Addition &amp; Structural Preparedness&nbsp;<\/h4>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>However, unlocking full benefits from the U.S. tariff concessions will require structural changes, especially in value addition. As part of the negotiation with US, <strong>at least 40% of a garment\u2019s value must&nbsp;be added locally for it to qualify as<\/strong> <strong>\u201cMade in Bangladesh.\u201d<\/strong><sup>xiv<\/sup> This condition was mostly set to curb the overreliance on <strong>Chinese raw<\/strong> materials by<a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/11\/energy-efficiency-rmg-sector\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Bangladeshi RMG exporters.<\/a>&nbsp;<\/p>\n\n\n\n<p>This condition poses a structural challenge within Bangladesh\u2019s export ecosystem. While the <strong>knitwear<\/strong> segment stands strong <strong>with local spinners meeting nearly 90% of its <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/11\/green-rmg-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">fabric demand<\/a><\/strong>, the story is quite different for <strong>woven garments, particularly shirts and trousers<\/strong> bound for the American market.<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2025\/08\/image-4.png\" alt=\"Figure 2 : Woven Garments\u2019 Raw Materials Composition for Bangladeshxv\u00a0\" class=\"wp-image-35168\" style=\"width:419px;height:314px\" width=\"419\" height=\"314\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-center has-small-font-size\"><em><strong>Figure 2 : Woven Garments\u2019 Raw Materials Composition for Bangladesh<sup>xv<\/sup>&nbsp;<\/strong><\/em><\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Here, maximum <strong>woven fabric continues to be sourced from China<\/strong>, making the sector far more vulnerable to external supply shocks.&nbsp;<\/p>\n\n\n\n<p>Another important matter to consider is under the revised U.S. tariff framework, <strong>if U.S.-origin inputs account for at least 20% of a product\u2019s customs value, only the non-U.S. portion is subject to additional duties. <\/strong>This creates a potential advantage for Bangladeshi exporters using U.S. cotton or textile inputs, allowing them to reduce their <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/05\/diversification-opportunities-bangladesh-rmg-sector\/\" target=\"_blank\" rel=\"noreferrer noopener\">effective tariff burden<\/a>. However, realizing this benefit requires strict documentation and traceability of U.S. components. <\/p>\n\n\n\n<p>Bangladesh currently sources only 6\u20139% of its cotton from the U.S., well below the required threshold. Logistical challenges further complicate matters, as U.S. cotton shipments can take over 30 days to arrive, compared to just 2\u20133 days from India at often lower prices.<\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2025\/08\/image-3.png\" alt=\"Figure 3: Cotton Import Market Share\u00a0\" class=\"wp-image-35167\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-center has-small-font-size\"><strong><em>Figure 3: Cotton Import Market Share&nbsp;<\/em><\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong><em>Note: MY is the cotton marketing year for the USDA, and most of the world begins on August 1st and ends on July 31st of the following year.<\/em>&nbsp;<\/strong><\/p>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Paving the Path to Progress<\/h4>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>To truly leverage the potential shift of U.S. orders away from China and India, Bangladesh must invest in strengthening its backward linkage, especially for <strong>high-value woven garments like blazers, sweaters, and MMF-based apparel<\/strong>, which still rely heavily on imported raw materials. With a fiber mix of <strong>28%, largely imported, compared to India\u2019s 30% with stronger domestic integration,<\/strong><sup>xvi<\/sup> developing a <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/03\/rmg-sector-future-resilience-strategies\/\" target=\"_blank\" rel=\"noreferrer noopener\">recycled MMF industry<\/a> and adopting modern technologies is essential.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>At the same time, improving ease of doing business and reducing logistical inefficiencies will be key to attracting investment and enabling the country to deliver both basic and high- performance apparel.
