Over decades, the sector has benefited from policy instruments such as bonded warehouse facilities, export incentives, back-to-back L\/Cs, and preferential trade access. However, as global apparel markets undergo a rapid transformation driven by decarbonization, energy security, and regulatory compliance, <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/04\/rmg-challenges-opportunities\/\">Bangladesh\u2019s RMG sector <\/a>faces a new and decisive challenge: <strong>the transition to a greener industry which will require the uptake of Renewable Energy (RE) at a scale.<\/strong> LightCastle has taken the initiative to hence host Bangladesh&#8217;s renewable energy policy roundtable<\/p>\n\n\n\n<p>This transition is no longer a voluntary sustainability initiative, it is becoming a <strong>structural requirement for market access<\/strong>, particularly as Bangladesh approaches LDC graduation in 2026 and faces the full force of global climate linked trade measures. Rising fuel import costs, persistent power disruptions, foreign exchange pressure, and tightening <a href=\"https:\/\/lightcastlepartners.com\/insights\/2026\/01\/green-transition-bangladesh-risks\/\">environmental compliance <\/a>from buyers have collectively pushed energy reform to the forefront of industrial policy discussions.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-27.png\" alt=\"image-27\" class=\"wp-image-36830\" style=\"width:763px;height:547px\" width=\"763\" height=\"547\"\/><\/figure>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Against this backdrop, LightCastle Partners convened a high-level <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/01\/highlights-from-the-climate-roundtable\/\">Renewable Energy Roundtable <\/a>titled <strong>\u201cPowering Bangladesh\u2019s RMG Industry Future\u201d<\/strong> on <strong>January 8, 2026<\/strong>, at a hotel in Dhaka. The session brought together policymakers, regulators, financial institutions, industry leaders, development partners, and technical experts to examine the feasibility, bottlenecks, and pathways for scaling renewable energy in the RMG sector.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Why Has Renewable Energy Become Non-Negotiable?<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Energy remains one of the largest cost components in textile and garment manufacturing. Bangladesh\u2019s <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/11\/rmg-outlook-bangladesh-trade-green-transition\/\" target=\"_blank\" rel=\"noreferrer noopener\">RMG <\/a>factories operate in an environment of <strong>unreliable grid supply<\/strong>, forcing firms to depend on a costly mix of captive gas, LNG and diesel generators. \u00a0This multi-source energy dependence has inflated production costs and undermined <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/01\/bunon-2030-circularity-decarbonization-and-competitiveness\/\" target=\"_blank\" rel=\"noreferrer noopener\">competitiveness<\/a>.<\/p>\n\n\n\n<p>At the same time, global buyers particularly from the European Union are rapidly embedding climate requirements into sourcing decisions. Instruments such as the <strong>Carbon Border Adjustment Mechanism (CBAM)<\/strong>, <strong>Digital<\/strong> <strong>Product Passport<\/strong>, and buyer led net zero commitments are redefining compliance thresholds. Factories unable to demonstrate credible <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/01\/bunon-2030-circularity-decarbonization-and-competitiveness\/\" target=\"_blank\" rel=\"noreferrer noopener\">decarbonization <\/a>pathways risk exclusion from global value chains.<\/p>\n\n\n\n<p>The roundtable discussions revealed a critical insight: <strong>Bangladesh is not constrained by technology or finance alone, but by policy alignment, market design, and institutional coordination<\/strong>.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-11.png\" alt=\"image-11\" class=\"wp-image-36794\" style=\"width:619px;height:412px\" width=\"619\" height=\"412\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Grid Parity Achieved: The Business Case for Solar in RMG<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The session opened with a compelling economic argument presented by <strong>Dr. Ijaz Hossain, former dean of Engineering, Bangladesh University of Engineering and Technology<\/strong>. He emphasized that <strong><a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/09\/solar-energy-in-bangladesh-promise-vs-practicality\/\">solar energy<\/a> in Bangladesh has already achieved grid parity<\/strong>. Even under conservative assumptions, rooftop solar electricity costs approximately <strong>10 BDT per unit<\/strong>, which is lower than prevailing industrial grid tariffs.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-12.png\" alt=\"image-12\" class=\"wp-image-36795\" style=\"width:644px;height:429px\" width=\"644\" height=\"429\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Despite official claims of 5.4% renewable energy capacity, actual grid-connected renewable generation remains minimal, around <strong>1024 MW<\/strong>, while the RMG sector alone consumes nearly <strong>3,000 MW<\/strong>. Dr. Hossain argued that this gap presents a massive untapped opportunity. If factories fully utilized rooftop space or adopted <strong>\u201cMerchant Power Plant\u201d<\/strong> models, where clusters of factories jointly invest in utility-scale solar plants, the sector could meet a significant share of its <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/08\/bangladesh-green-energy-transition\/\">energy demand <\/a>independently.<\/p>\n\n\n\n<p>He cited <strong>Pakistan\u2019s Sialkot model<\/strong>, where widespread <a href=\"https:\/\/lightcastlepartners.com\/insights\/2020\/01\/high-hopes-stunted-output-why-bangladeshs-solar-energy-output-is-failing-to-meet-targets\/\">rooftop solar adoption<\/a> has effectively eliminated grid demand during daylight hours, demonstrating that such transitions are feasible in comparable industrial contexts.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Financing the Transition: Central Bank Reforms and Green Bonds<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-13.png\" alt=\"image-13\" class=\"wp-image-36796\" style=\"width:655px;height:436px\" width=\"655\" height=\"436\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>From a financing perspective, <strong>Ahmed Zubaer Mahbub, Additional Director, Bangladesh Bank, <\/strong>outlined how <a href=\"https:\/\/lightcastlepartners.com\/insights\/2026\/01\/economic-social-political-landscape-bangladesh-outlook\/\">energy transition <\/a>has become a macroeconomic priority. Bangladesh\u2019s heavy reliance on imported fossil fuels has intensified foreign exchange pressure, making renewable energy not just an environmental concern but a <strong>balance of payments issue<\/strong>.<\/p>\n\n\n\n<p>Bangladesh Bank currently operates several refinancing schemes for <a href=\"https:\/\/lightcastlepartners.com\/insights\/2026\/01\/green-transition-bangladesh-risks\/\">green projects,<\/a> including a <strong>BDT 5,000 crore fund<\/strong> and two additional <strong>BDT 1,000 crore revolving funds<\/strong>. However, these facilities are nearly saturated. A key structural issue is the <strong>tenure mismatch<\/strong>: commercial banks rely on short-term deposits, while renewable energy projects require financing horizons of <strong>5\u201310 years or longer<\/strong>.<\/p>\n\n\n\n<p>To address this gap, Bangladesh Bank is actively working to facilitate <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/11\/climate-capital-bangladesh-green-transition\/\"><strong>Green Bond issuance<\/strong>,<\/a> allowing banks to mobilize long term capital. Banks are also now required to disclose greenhouse gas emissions and reduction targets in their annual reports, supported by regulatory frameworks.<\/p>\n\n\n\n<p>In addition, Bangladesh Bank is advocating for policies that would require <strong>Economic Zones (EPZs and SEZs)<\/strong> to source at least <strong>20% of their energy from renewables<\/strong>, signaling a shift from <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/05\/carbon-credit-market-bangladesh\/\">voluntary adoption <\/a>to regulatory mandates.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">The Fiscal Cost of Inaction<strong>:<\/strong> Why Rooftop Solar Is a Macroeconomic Imperative<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The urgency of renewable energy reform is underscored by the mounting fiscal strain on Bangladesh\u2019s power sector. Despite receiving a subsidy of BDT 38,636 crore (USD 3.16 billion), the Bangladesh Power Development Board recorded a loss of BDT 17,021 crore (USD 1.4 billion) in FY2024\u201325. This persistent gap reflects structural inefficiencies stemming from continued reliance on expensive rental, LNG-based, and oil-fired power plants.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-14.png\" alt=\"image-14\" class=\"wp-image-36797\" style=\"width:583px;height:388px\" width=\"583\" height=\"388\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Shafiqul Alam, Lead Energy Analyst at IEEFA, noted that renewable energy, particularly rooftop solar, offers a direct and immediate fiscal remedy. Deploying 2,000 MW of rooftop solar could save Bangladesh approximately USD 1 billion annually by reducing power purchases from high cost generation sources. However, current policy design undermines this potential. Rooftop <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/03\/solar-energy-landscape-of-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">solar systems<\/a> face effective import duties of 28.73% on panels and inverters, significantly weakening project economics and slowing adoption.<\/p>\n\n\n\n<p>Beyond tax reform, He emphasised the role of market signaling and awareness in accelerating uptake. Industrial power tariffs in Bangladesh already exceed Vietnam\u2019s 8.38 cent Feed-in Tariff, which catalysed a rapid rooftop solar expansion in 2020. This comparison indicates that rooftop solar in Bangladesh is not only <a href=\"https:\/\/lightcastlepartners.com\/insights\/2026\/01\/e-rickshaw-paradox-lead-pollution-bangladesh\/\">economically viable <\/a>but already competitive under prevailing tariff structures, yet policy distortions continue to constrain scale-up.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Institutional Financing and the EPC Quality Gap<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>While financing exists, access remains uneven. Sajjad Hossain Chowdhury, Vice President and Unit Head of Credit Risk Management at IDCOL, noted that IDCOL has financed 128 MW of grid tied solar projects and maintains a 200 MW rooftop solar portfolio valued at approximately BDT 750 crore. IDCOL\u2019s model offers ten year tenures with a one-year moratorium, allowing <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/07\/bangladesh-fy26-budget-analysis\/\">project cash flows <\/a>to stabilise before repayment begins.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-15.png\" alt=\"image-15\" class=\"wp-image-36798\" style=\"width:585px;height:390px\" width=\"585\" height=\"390\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>However, a recurring bottleneck is the lack of \u201cbankable quality\u201d among EPC firms. Many proposals fail to meet the technical, financial, or <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/07\/due-diligence-bangladesh-rmg-industry\/\">environmental due diligence <\/a>standards required by institutional lenders. IDCOL therefore increasingly engages at the pre-COD stage, supporting site selection, system design, and compliance verification, while emphasising the urgent need to build EPC capacity to enable large scale deployment.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">FiT as a Policy Instrument for Scaling Renewable Energy<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-16.png\" alt=\"image-16\" class=\"wp-image-36799\" style=\"width:593px;height:395px\" width=\"593\" height=\"395\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>One of the most contested discussions centred on whether Bangladesh should introduce a <strong>Feed in Tariff (FiT)<\/strong> for <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/02\/renewable-energy-in-apparel-industry\/\">renewable energy.<\/a> <strong>Nure Alam, COO, Renewable Energy, PRAN group <\/strong>strongly advocated for a <strong>15\u201320 year FiT<\/strong>, arguing that current EPC profit margins, often below <strong>5% <\/strong>are insufficient to attract high quality developers. PRAN\u2019s experience includes <strong>16 MW of rooftop solar<\/strong> and a <strong>100 MW solar park in Moulvibazar<\/strong> supplying energy to H&amp;M-linked factories.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Environmental Foresight: The Next Generation\u2019s Burden<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-17.png\" alt=\"Bangladesh's renewable energy roundtable\" class=\"wp-image-36800\" style=\"width:652px;height:434px\" width=\"652\" height=\"434\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Beyond deployment, <strong>Dr. Mohidus Samad Khan, Professor, Department of Chemical Engineering, Bangladesh University of Engineering and Technology (BUET) <\/strong>raised concerns about the <strong><a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/07\/waste-management-bangladesh-trash-to-treasure\/\">future waste footprint<\/a><\/strong> of renewable energy. Each <strong>1 kW of solar capacity generates approximately 80 kg of waste<\/strong>, while <strong>lead acid batteries produce up to 200 kg of waste per kW<\/strong>, compared to just <strong>5\u20136 kg for lithium-ion batteries<\/strong>. Without circularity and recycling policies, today\u2019s clean energy solution risks becoming tomorrow\u2019s environmental crisis.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Governance, Transparency, and Policy Exclusion During Bangladesh&#8217;s Renewable Energy Roundtable<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Part Two of the discussion shifted toward governance failures. <strong>Md. Abul Kalam<\/strong> <strong>Azad, Manager ActionAid and JETnet-BD, <\/strong>expressed strong concerns over the lack of transparency in national energy planning, particularly evident in the release of the Energy and Power System Master Plan (EPSMP) without meaningful consultation or participation from <a href=\"https:\/\/lightcastlepartners.com\/cases\/evaluating-bangladeshs-key-sectors-for-a-just-green-transition\/\">industry stakeholders.<\/a> The plan reflects a targeted slow transition and continued dependence on fossil fuels.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-18.png\" alt=\"Bangladesh's renewable energy roundtable\" class=\"wp-image-36801\" style=\"width:597px;height:398px\" width=\"597\" height=\"398\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>While RMG factories face increasing <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/04\/sustainability-consulting-climate-resilience\/\">net-zero pressure <\/a>from global buyers, the government has missed every renewable energy target since 2008, including the commitment to achieve 3,000 MW of rooftop solar by 2025 and the 10% renewable energy target set for 2020.<\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Carbon Markets and Preventing \u201cDollar Flight\u201d<\/h3>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/01\/image-19.png\" alt=\"Bangladesh's renewable energy roundtable\" class=\"wp-image-36802\" style=\"width:550px;height:366px\" width=\"550\" height=\"366\"\/><\/figure><\/div>\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>A major innovation discussed at Bangladesh&#8217;s renewable energy roundtable was the development of a <strong>National Carbon Registry<\/strong>. <strong>Engr. Solar power is economically viable. Financing instruments exist.
