On April 2, 2026, LightCastle Partners convened a closed-door roundtable titled \u201cClosing the Loop: Advancing Circularity in Bangladesh\u2019s RMG Sector.\u201d<\/strong>  <\/p>\n\n\n\n

The session was organized as part of Bunon 2030 under Phase 2 of the Oporajita \u2013 Collective Impact on Future of Work: Just Transition for Women in the RMG<\/a> Ecosystem<\/a><\/em><\/strong> initiative. The initiative is supported by the H&M Foundation<\/strong>, co-funded by Sweden and COS<\/strong>, with The Asia Foundation<\/strong> serving as the backbone organization. <\/p>\n\n\n\n

The roundtable brought together key stakeholders. From across policy, industry, finance, and development<\/strong> to discuss pathways for scaling circularity in Bangladesh\u2019s RMG sector<\/a>. <\/p>\n\n\n\n

Participants included representatives from BGMEA, the European Union, UNIDO, The Asia Foundation, DBL Group, Team Group, Reverse Resources, SME Foundation<\/a>, Woolmark Company, WaterAid, and Circle Economy, among others. <\/p>\n\n\n\n

The roundtable was hosted by Sadia Karim<\/a>, Business Consultant, and it was commenced with a presentation by Zahedul Amin,<\/a> Managing Director and Co-Founder of LightCastle Partners<\/strong>. Who outlined the global and local imperatives driving circularity in Bangladesh\u2019s RMG sector. <\/p>\n\n\n\n

He highlighted that global brands are rapidly shifting toward recycled and sustainably sourced materials<\/a>. While regulatory frameworks, particularly in the European Union, are increasingly mandating traceability, emissions reduction, and circular production standards<\/strong>. <\/p>\n\n\n\n

He further emphasized that without integrating circularity, Bangladesh risks rising compliance costs, reduced competitiveness post-LDC graduation<\/a>, and potential erosion of market access<\/strong>, particularly in the EU.  <\/p>\n\n\n\n

Prior to the roundtable discussion, a virtual presentation by Kumar Prashant<\/strong>, Research Analyst, and Luke Bailey<\/strong>, Senior Economist at Circle Economy, provided additional context on the employment and financing dynamics of circularity <\/a>in Bangladesh. <\/p>\n\n\n\n

Prashant highlighted the scale of informality within the sector. Noting that \u201conly one in ten workers enabling circularity are represented in the data,\u201d<\/em><\/strong> underscoring the extent of underreporting across the value chain. <\/p>\n\n\n\n

Whereas Luke emphasized financing constraints as a key barrier to adoption.\u00a0Stating\u00a0that\u00a0\u201ctraditional financing routes are often too expensive,\u201d<\/em><\/strong>\u00a0limiting the ability of manufacturers to invest in circular solutions at scale.\u00a0<\/p>\n\n\n\n

Building on these insights,\u00a0roundtable\u00a0discussions highlighted that Bangladesh\u2019s circularity ecosystem\u00a0remains\u00a0structurally constrained<\/strong>. Despite significant underlying activity in pre-consumer waste collection<\/a> and recycling.\u00a0<\/p>\n\n\n\n

K. M.\u00a0Asadun\u00a0Noor<\/strong>, National Project Coordinator at UNIDO, emphasized the need to broaden\u00a0the focus across the value chain<\/a>:\u00a0\u201c<\/em>We always talk about the larger players, but in most cases, we\u00a0forget\u00a0the Tier 2 and Tier 3 suppliers who are also supporting the value chain.\u201d<\/em><\/strong>\u00a0<\/p>\n\n\n\n

A key bottleneck\u00a0identified\u00a0was the\u00a0lack of reliable, disaggregated data on textile waste<\/a>, which limits<\/strong>\u00a0both investment decisions and compliance readiness.\u00a0<\/p>\n\n\n\n

Mohammad\u00a0Monower\u00a0Hossain<\/strong>, Head of Sustainability at Team Group,\u00a0stated:\u00a0\u201cImplementing circularity right now is like searching for a black cat in a dark room where the black cat does not actually exist.\u201d<\/em>\u00a0<\/strong>\u00a0<\/p>\n\n\n\n

From a policy perspective,\u00a0Dr. Zaki\u00a0Uz\u00a0Zaman<\/strong>, Former Country Representative at UNIDO, highlighted underutilized\u00a0frameworks:\u00a0<\/em>\u201cThis\u00a0quality policy can be revisited to see what the missing links are and how circularity can be incorporated so Bangladesh can benefit out of it.\u201d<\/em>\u00a0<\/strong>\u00a0<\/p>\n\n\n\n

Additionally,\u00a0Rizvan Hasan<\/strong>, Country Head at Reverse Resources, pointed to regulatory\u00a0inefficiencies:\u00a0\u201c<\/em>This\u00a0is a country where waste has 27.5% VAT and tax,\u00a0a huge deal.\u201d<\/em><\/strong>\u00a0<\/p>\n\n\n\n

While multiple initiatives, pilots, and policy discussions<\/a> are underway, participants emphasized that\u00a0execution,\u00a0not strategy,\u00a0is the primary constraint<\/strong>.\u00a0<\/p>\n\n\n\n

From an industry perspective, Mohammad Zahidullah<\/strong>, Chief Sustainability Officer at DBL Group, proposed a cluster-based solution: \u201cThe easiest way is to engage the government, get land, and combine traders together into a cooperative so all proper diligence is met.\u201d<\/em><\/strong>  <\/p>\n\n\n\n

Stakeholders further highlighted the need for top-down alignment and coordinated implementation mechanisms<\/strong> to address entrenched informal systems and enable scale. <\/p>\n\n\n\n

Beyond recycling, participants emphasized the importance of reducing waste at source through improved resource efficiency<\/strong>. <\/p>\n\n\n\n

Azeezur Rahman Khan<\/strong>, Country Representative at Woolmark Company, highlighted that optimizing resource use at the early stages of production can significantly reduce downstream waste challenges. He also stressed that circularity initiatives<\/a> must be commercially viable<\/strong>, as adoption will depend on clear economic returns for manufacturers. <\/p>\n\n\n\n

Stakeholders highlighted that circularity in Bangladesh is not new but\u00a0remains\u00a0largely informal, requiring systemic alignment.\u00a0Vidiya Amrit<\/strong>, Vice President of BGMEA,\u00a0stated:\u00a0
\u201cCircularity is a low-hanging fruit, with an existing ecosystem already in\u00a0place, but\u00a0unlocking its full potential requires a coordinated and collaborative approach.\u201d<\/em><\/strong>\u00a0<\/p>\n\n\n\n

She emphasized collaboration, noting that scaling circularity requires a\u00a0collective, non-competitive approach<\/strong>.\u00a0The need for a\u00a0just transition<\/strong>\u00a0was also underscored.\u00a0Ainee\u00a0Islam<\/strong>, Program Director at The Asia Foundation, added:\u00a0\u201cAt the heart of this project are the women RMG workers,\u00a0we are creating models that can be scaled.\u201d<\/em><\/strong>\u00a0<\/p>\n\n\n\n

Lastly,\u00a0stakeholders\u00a0aligned on the need for\u00a0coordinated policy action, improved data and traceability systems, greater access to finance, and formal integration of informal actors<\/strong>\u00a0to scale circularity in Bangladesh\u2019s RMG sector. The way forward will require\u00a0strong public-private collaboration and actionable implementation frameworks<\/strong>\u00a0to translate existing momentum into measurable outcomes.\u00a0<\/p>\n\n\n\n

The event was concluded by closing remarks from Ainee Islam, Program Director of the Asia Foundation. She emphasized the importance of such dialogues as a platform for fostering a deeper understanding of the current dynamics within the RMG sector, highlighting the pivotal role of these discussions in creating an enabling environment for women apparel workers, thereby contributing to their empowerment and advancement within the industry.<\/p>\n","protected":false},"excerpt":{"rendered":"
