{"id":22872,"date":"2026-04-12T08:02:17","date_gmt":"2026-04-12T08:02:17","guid":{"rendered":"https:\/\/lightcastlepartners.com\/bunon2030\/?p=22872"},"modified":"2026-04-12T08:02:18","modified_gmt":"2026-04-12T08:02:18","slug":"advancing-circularity-bangladesh-rmg-sector-oporajita-phase-2","status":"publish","type":"post","link":"https:\/\/lightcastlepartners.com\/bunon2030\/advancing-circularity-bangladesh-rmg-sector-oporajita-phase-2\/","title":{"rendered":"Closing the Loop: Advancing Circularity in Bangladesh\u2019s RMG Sector\u200b"},"content":{"rendered":"\n<p class=\"has-text-align-left\"> <p>The global fashion industry&#8217;s relentless pace of production has quietly generated one of the most pressing environmental crises of our time.\u00a0<strong>An estimated 121 million metric\u00a0tonnes\u00a0of <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/08\/textile-waste-opportunity\/\">textile waste <\/a>are generated annually,\u00a0a figure projected to surge to 180 million metric\u00a0tonnes\u00a0by 2035<\/strong>.\u00a0A prevailing lack of advancing <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/01\/keynote-circularity-competitiveness\/\" target=\"_blank\" rel=\"noreferrer noopener\">circularity<\/a>,\u00a0with less than 1% of the waste recycled; the overwhelming majority is either incinerated or landfilled, leaving behind a trail of environmental harm across the\u00a0world.<sup>1<\/sup>\u00a0Beneath these numbers lies a deeper\u00a0depiction of\u00a0the\u00a0stagnation\u00a0of circularity. The<a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/06\/rmg-sector-outlook-fy2025-26\/\" target=\"_blank\" rel=\"noreferrer noopener\"> textile value chain<\/a>, built on a fundamentally linear model of take, make, and dispose, has long treated waste as an inevitable by-product rather than a resource. As consumer demand for fashion clothing shows no sign of abating,\u00a0<strong>the question is no longer whether <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/08\/circularity-bangladesh-international-comparison\/\" target=\"_blank\" rel=\"noreferrer noopener\">circularity <\/a>is desirable;\u00a0it is whether the industry can afford to\u00a0operate\u00a0without it.<\/strong>\u00a0<strong>Closing this loop has, therefore, moved from aspiration to imperative.<\/strong>\u00a0To deliberate on the pathways forward,\u00a0<strong>LightCastle\u00a0Partners hosted a\u00a02<sup>nd<\/sup>\u00a0closed-door roundtable on circularity as part of the\u00a0<a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/11\/bunon-2030-transforming-bangladesh-rmg-sector\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bunon\u00a02030<\/a> initiative, under the &#8216;Oporajita: Just Transition for Women in the RMG Ecosystem&#8217; initiative,<\/strong>\u00a0supported by the H&amp;M Foundation, Sweden, and COS,\u00a0and managed by The Asia Foundation as the backbone organization,\u00a0on 2nd April, 2026, at Six Seasons, Dhaka.\u00a0The session\u00a0convened\u00a0industry leaders, <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/09\/bangladesh-rmg-embraces-circular-fashion-for-growth\/\" target=\"_blank\" rel=\"noreferrer noopener\">sustainability <\/a>practitioners, and development partners, BGMEA, SMEF and other esteemed stakeholders\u00a0to examine the structural, financial, and policy dimensions of embedding circularity within Bangladesh&#8217;s textile value chain.\u00a0\u00a0<\/p><h2 class=\"wp-block-heading\">The Urgency for Closing the Loop within the Textile Value Chain<\/h2><p>The regulatory landscape is shifting fast,\u00a0and for <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/11\/rmg-outlook-bangladesh-trade-green-transition\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bangladesh&#8217;s RMG<\/a> suppliers, the margin for inaction is narrowing. The European Union&#8217;s sweeping green policy agenda is no longer a distant\u00a0horizon; it is arriving in successive, binding waves that are fundamentally rewriting the rules of <a href=\"https:\/\/lightcastlepartners.com\/news\/corporate-connect-a-capacity-building-program-to-strengthen-market-access-for-women-owned-businesses\/\" target=\"_blank\" rel=\"noreferrer noopener\">market access.<\/a>\u00a0The\u00a0<strong>Corporate Sustainability Reporting Directive (CSRD)\u00a0<\/strong>now mandates that companies\u00a0disclose\u00a0recycled content, <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/06\/strategic-insights-for-bangladeshs-circular-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">waste <\/a>volumes, and circular material use across their full supply chains,\u00a0moving sustainability from\u00a0<strong>voluntary commitment to verifiable obligation<\/strong>. Alongside it,\u00a0<strong>Extended Producer Responsibility (EPR) frameworks<\/strong>\u00a0introduce eco-modulated fees that tie the cost a brand pays directly to how circular, durable, and <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/02\/renewable-energy-in-apparel-industry\/\" target=\"_blank\" rel=\"noreferrer noopener\">recyclable <\/a>its products are. For the first time at EU-wide scale, non-circular sourcing carries a direct financial penalty,\u00a0making\u00a0<strong>circularity not merely an ethical preference, but a commercial calculation.<\/strong>\u00a0Perhaps most\u00a0consequentially, the\u00a0<strong>Digital Product Passport (DPP) under the Ecodesign for Sustainable Products Regulation (ESPR) is set to transform<a href=\"https:\/\/lightcastlepartners.com\/insights\/2019\/04\/supply-chain-finance-capital-markets\/\" target=\"_blank\" rel=\"noreferrer noopener\"> supply chain<\/a> transparency<\/strong>. Planned across three progressive phases, once a product\u00a0category&#8217;s\u00a0delegated act is adopted, each\u00a0product\u00a0has to\u00a0carry a passport,\u00a0deepening required traceability from basic material origin all the way to full <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/09\/rmg-man-made-fiber-sustainability\/\" target=\"_blank\" rel=\"noreferrer noopener\">lifecycle <\/a>circularity records. Compliance will be verifiable at the border, leaving little room for opaque sourcing or unsubstantiated <a href=\"https:\/\/lightcastlepartners.com\/insights\/2026\/01\/green-transition-bangladesh-risks\/\" target=\"_blank\" rel=\"noreferrer noopener\">green <\/a>claims.\u00a0<\/p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-15.png\" alt=\"image-15\" class=\"wp-image-37339\" style=\"width:598px;height:341px\" width=\"598\" height=\"341\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\">   <p>These converging regulatory imperatives have already begun\u00a0<strong>reshaping buyer mandates<\/strong>. Leading global brands,\u00a0<strong>including H&amp;M, have integrated circularity as a core sourcing requirement,<\/strong>\u00a0compelling suppliers across their <a href=\"https:\/\/lightcastlepartners.com\/insights\/2017\/02\/value-chain-analysis\/\" target=\"_blank\" rel=\"noreferrer noopener\">value chains<\/a> to align with these standards or risk losing access to one of the world&#8217;s most significant <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/02\/aligning-bangladesh-apparel-with-global-sustainability-trends\/\" target=\"_blank\" rel=\"noreferrer noopener\">apparel markets.<\/a>\u00a0Echoing this,\u00a0during the\u00a0roundtable,\u00a0<strong>Mohammad\u00a0Monower\u00a0Hossain, Head of Sustainability at Team Group<\/strong>, underscored the unavoidable nature of this shift,\u00a0noting that under EPR and ESPR frameworks, even the destruction of waste is no longer permissible. He argued that navigating these constraints demands nothing short of top-level political commitment to drive structural change from above.\u00a0<\/p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-16.png\" alt=\"image-16\" class=\"wp-image-37340\" style=\"width:365px;height:428px\" width=\"365\" height=\"428\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\"><h2 class=\"wp-block-heading\">The Human Dimension: Circularity&#8217;s Workforce at the Core\u00a0<\/h2><p>Amid the urgency of regulatory compliance and market access, it is easy to overlook a quieter but equally consequential reality:\u00a0<strong>Bangladesh already has a<a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/06\/strategic-insights-for-bangladeshs-circular-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\"> circular economy<\/a>, and millions of workers are holding it together.<\/strong>\u00a0Research presented by\u00a0<strong>Kumar<\/strong>\u00a0<strong>Prashant, Research Analyst at Circle Economy<\/strong>, as part of the SWITCH2CE project, offered a revealing portrait of this\u00a0largely invisible\u00a0<a href=\"https:\/\/lightcastlepartners.com\/insights\/2021\/06\/how-can-bangladesh-enforce-a-more-equitable-workforce\/\" target=\"_blank\" rel=\"noreferrer noopener\">workforce<\/a><strong>. An estimated 3.8 million workers in Bangladesh are currently employed in circular activities<\/strong>, nearly double the global average rate of participation, excluding <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/11\/bangladesh-agro-conclave-insights\/\" target=\"_blank\" rel=\"noreferrer noopener\">agriculture<\/a>. Yet the\u00a0<strong>overwhelming majority\u00a0operate\u00a0in the informal sector,<\/strong>\u00a0without the protections, recognition, or investment that their role in the value chain\u00a0warrants.\u00a0<\/p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-17.png\" alt=\"image-17\" class=\"wp-image-37341\" style=\"width:712px;height:244px\" width=\"712\" height=\"244\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\"><p>This finding carries an important\u00a0implication for how the sector frames its transition agenda. As Prashant\u00a0observed,\u00a0<em>&#8220;Scaling up circularity will not automatically lead to advancements in decent work without a deliberate attempt.&#8221;<\/em>\u00a0The jobs, in other words, already exist. The task is not\u00a0creation,\u00a0it is transformation: converting precarious, poorly documented informal <a href=\"https:\/\/lightcastlepartners.com\/insights\/2020\/04\/impact-of-coronavirus-on-livelihoods-rmg-workers-in-urban-dhaka\/\" target=\"_blank\" rel=\"noreferrer noopener\">livelihoods <\/a>into decent, future-ready work.<\/p><h2 class=\"wp-block-heading\">Diving Deeper into the Circularity Framework\u00a0<\/h2><p>Following Circle Economy&#8217;s key findings, the roundtable\u00a0discussion\u00a0turned to the actionable\u00a0examination of\u00a0the imperatives that <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/06\/rmg-sector-outlook-fy2025-26\/\">Bangladesh&#8217;s textile and RMG<\/a> factories urgently\u00a0need to\u00a0internalize to embed circularity at the core of their operations.\u00a0<\/p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-18.png\" alt=\"image-18\" class=\"wp-image-37342\" style=\"width:664px;height:257px\" width=\"664\" height=\"257\"\/><figcaption class=\"wp-element-caption\"><em>Figure&nbsp;<em>1<\/em>: Bangladesh&#8217;s Textile Waste Snapshot <sup>2<\/sup>&nbsp;<\/em><\/figcaption><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\"><figure class=\"wp-block-image aligncenter size-full is-resized\"><figcaption class=\"wp-element-caption\"><\/figcaption><\/figure>A foundational challenge surfaced early in the discussion: Bangladesh sits atop an abundance of\u00a0jhoot\u00a0(pre-consumer textile waste) yet\u00a0is unable to harness it. The formal recyclers\u00a0operating\u00a0within the country are\u00a0<strong>often compelled to import the very raw material that is being exported from their own backyard<\/strong>. Third-party intermediaries,\u00a0incentivised\u00a0by higher prices abroad, routinely channel\u00a0jhoot\u00a0to markets such as India, leaving domestic recyclers starved of supply and forced to source at a premium.\u00a0In addition,\u00a0the\u00a0lack\u00a0of\u00a0financial incentives for local\u00a0jhoot\u00a0recyclers\u00a0also\u00a0presents\u00a0an obstacle. Without concessional <a href=\"https:\/\/lightcastlepartners.com\/insights\/2026\/03\/climate-finance-bangladesh-investment-gap\/\" target=\"_blank\" rel=\"noreferrer noopener\">financing<\/a>,\u00a0viable\u00a0business cases, or policy support to make domestic\u00a0utilization\u00a0commercially attractive,\u00a0<strong>the formal recycling ecosystem struggles to compete with informal <a href=\"https:\/\/lightcastlepartners.com\/insights\/2025\/05\/investment-shift-bangladesh-leather-footwear\/\" target=\"_blank\" rel=\"noreferrer noopener\">export <\/a>channels.<\/strong>\u00a0\u00a0<strong>Rizvan Hasan, Country Head at Reverse Resources, captured the scale of this misalignment plainly<\/strong>, noting that Bangladesh loses an estimated $500 million annually by exporting or downcycling pre-consumer waste rather than\u00a0retaining\u00a0and upcycling it domestically. He further pointed to the <a href=\"https:\/\/lightcastlepartners.com\/insights\/2019\/10\/growth-industries-forecast\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax structure <\/a>as an\u00a0additional\u00a0barrier.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-19.png\" alt=\"image-19\" class=\"wp-image-37343\" style=\"width:494px;height:337px\" width=\"494\" height=\"337\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\"><p>Furthermore, the\u00a0discussion also highlighted\u00a0that\u00a0<a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/11\/circularity-bangladesh-rmg-energy\/\" target=\"_blank\" rel=\"noreferrer noopener\">circularity <\/a>cannot be reduced to waste recovery alone. The most impactful interventions, as several participants noted, begin long before a garment is made,\u00a0at the fiber and yarn selection stage, where inefficient resource use quietly\u00a0transforms\u00a0into a larger waste burden downstream.\u00a0<strong>True circularity demands a shift in orientation: from remediation after the fact to prevention by design.<\/strong>\u00a0<\/p><h2 class=\"wp-block-heading\">Beyond Waste: Expanding the Circularity Lens\u00a0to Industrial Water Efficiency\u00a0<\/h2>The\u00a0roundtable&#8217;s\u00a0key insights extended well beyond textile recycling. As <a href=\"https:\/\/lightcastlepartners.com\/insights\/2019\/02\/bangladesh-water-sector-network-study\/\" target=\"_blank\" rel=\"noreferrer noopener\">water <\/a>scarcity intensifies globally, participants also turned their attention to a challenge closer to home,\u00a0the urgent need to manage <a href=\"https:\/\/lightcastlepartners.com\/cases\/financing-products-water-treatment-plants-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">industrial wastewater<\/a> and protect Bangladesh&#8217;s rapidly depleting groundwater reserves.\u00a0<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-20.png\" alt=\"image-20\" class=\"wp-image-37344\" style=\"width:682px;height:105px\" width=\"682\" height=\"105\"\/><figcaption class=\"wp-element-caption\"><em>Figure&nbsp;<em>2<\/em>: Linear Value Chain Leading to Significant Industrial Wastewater Generation<sup>3<\/sup>&nbsp;<\/em><\/figcaption><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\">The textile sector&#8217;s water footprint is as consequential as its waste footprint, yet it receives a fraction of the\u00a0policy&#8217;s\u00a0attention.\u00a0<strong>Yeasin\u00a0Arafat, Technical Expert at WaterAid<\/strong>, brought this into sharp focus,\u00a0highlighting how intensive <a href=\"https:\/\/lightcastlepartners.com\/cases\/lcp-case-study-implementing-clean-water-business-model\/\" target=\"_blank\" rel=\"noreferrer noopener\">groundwater <\/a>extraction across Bangladesh&#8217;s industrial corridors has steadily depleted\u00a0groundwater\u00a0levels, creating a slow-moving <a href=\"https:\/\/lightcastlepartners.com\/insights\/2021\/09\/can-climate-risk-insurance-shield-bangladesh-from-environmental-perils\/\" target=\"_blank\" rel=\"noreferrer noopener\">environmental crisis <\/a>that the sector has been too slow to confront.\u00a0<\/p>\n\n\n\n<p class=\"has-text-align-left\">Yet solutions are already being\u00a0demonstrated\u00a0on the ground.\u00a0He further\u00a0pointed to\u00a0<strong>IoT-based wastewater monitoring systems as a proven and scalable technological response<\/strong>, stating\u00a0WaterAid&#8217;s own operational case in\u00a0<strong>Saidpur as evidence that real-time monitoring can meaningfully curb wasteful extraction and improve industrial <a href=\"https:\/\/lightcastlepartners.com\/cases\/strategic-plan-safe-drinking-water-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">water management<\/a><\/strong>. The challenge\u00a0is that such innovations\u00a0remain\u00a0<strong>isolated\u00a0pilots rather than sector-wide\u00a0practice and<\/strong>\u00a0should\u00a0call\u00a0for their nationwide adoption across textile and RMG clusters.\u00a0<h2 class=\"wp-block-heading\">Concluding Remarks:\u00a0The Road Ahead for Bangladesh&#8217;s Circular Transition<\/h2>The roundtable closed with a forward-looking consensus: Bangladesh&#8217;s <a href=\"https:\/\/lightcastlepartners.com\/news\/circular-economy-acceleration-circo-hub-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">circularity transition<\/a> is not a distant aspiration\u00a0but\u00a0an immediate necessity, and the building blocks, however imperfect, are already in place.<\/p>\n\n\n\n<p class=\"has-text-align-left\">In response to this, the\u00a0distinguished participants\u00a0offered a perspective that\u00a0reframed\u00a0the regulatory pressure discussed throughout the session into a tangible opportunity. The European Union\u00a0remains\u00a0actively interested in\u00a0<strong>deepening <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/08\/world-bank-trade-reform-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">trade ties<\/a> with Bangladesh<\/strong>,\u00a0including the prospect of a\u00a0<strong><a href=\"https:\/\/lightcastlepartners.com\/insights\/2020\/07\/china-bangladesh-trade-war\/\" target=\"_blank\" rel=\"noreferrer noopener\">Free Trade Agreement<\/a> that could unlock preferential<\/strong>\u00a0market access at a critical juncture.\u00a0It is the entry ticket to a deeper trade relationship that could define Bangladesh&#8217;s export trajectory for decades.<\/p>\n\n\n\n<p class=\"has-text-align-left\">Side by side,\u00a0<strong>K. M.\u00a0Asadun\u00a0Noor, National Project Coordinator at UNIDO<\/strong>, pointed to the foundations that must be urgently strengthened. Learnings from\u00a0SWTICH2CE\u00a0pilots with leading brands have shown that while Tier 1 suppliers are increasingly capable of meeting circularity requirements, Tier 2 and Tier 3 <a href=\"https:\/\/lightcastlepartners.com\/videos\/smes-development-sustainability-charting-strategies-to-succeed-in-a-post-crisis-world\/\" target=\"_blank\" rel=\"noreferrer noopener\">SMEs\u00a0<\/a>remain\u00a0underserved,\u00a0often\u00a0forgotten in\u00a0<strong>policy conversations,\u00a0despite being integral to the value chain<\/strong>. He further highlighted the\u00a0<strong>absence of bankable business cases for textile waste recycling<\/strong>\u00a0as a persistent barrier, noting that <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/05\/green-bangladesh-financial-institutions-survey\/\" target=\"_blank\" rel=\"noreferrer noopener\">financial institutions <\/a>cannot\u00a0engage with a sector that cannot present credible, investable proposals. On a more encouraging note, a National <a href=\"https:\/\/lightcastlepartners.com\/insights\/2024\/06\/strategic-insights-for-bangladeshs-circular-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Circular Economy <\/a>Strategy,\u00a0submitted\u00a0to the Ministry of Commerce in late 2025,\u00a0is expected to be published by year&#8217;s end, offering a long-overdue policy anchor for the sector&#8217;s transition.<\/p>\n\n\n\n<p class=\"has-text-align-left\"><strong>Dr. Zaki Uz Zaman, Former Country Representative at UNIDO<\/strong>, echoed this call for institutional ambition,\u00a0drawing attention to Bangladesh&#8217;s 2015 National Quality Policy, which has\u00a0remained\u00a0effectively dormant for a decade despite its potential to enable bilateral trade agreements and integrate circularity standards. Revisiting this policy, he argued, could unlock significant FTA opportunities while embedding circular economy principles into national trade architecture.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lightcastlepartners.com\/wp-content\/uploads\/2026\/04\/image-22.png\" alt=\"image-22\" class=\"wp-image-37346\" style=\"width:607px;height:405px\" width=\"607\" height=\"405\"\/><\/figure><\/div>\n\n\n<p class=\"has-text-align-left\">At the end, the roundtable painted a picture of\u00a0<strong>a sector standing at\u00a0an\u00a0inflection point<\/strong>. The regulatory imperatives are arriving. The workforce is already there. The <a href=\"https:\/\/lightcastlepartners.com\/insights\/2023\/08\/e-waste-management-in-the-digital-age\/\" target=\"_blank\" rel=\"noreferrer noopener\">waste <\/a>streams are abundant. The financing, however imperfect, exists.
