Ecosystem Mapping and Diagnostic Study on Bridging the Gap in Small Business Finance through Fintech Partnerships

Bangladesh’s micro, small, and medium enterprises (MSMEs) are central to employment, enterprise activity, and economic growth. Yet access to formal finance remains a major constraint. Bangladesh has roughly 7.8 million MSMEs, which contribute an estimated 27–30% of GDP. However, many still face rigid documentation requirements, collateral constraints, and fragmented financial records. Limited access to suitable credit products also remains a challenge. These barriers are especially severe for smaller and informal enterprises. Many lack the documentation needed to access conventional lending channels.

Commissioned by The Asia Foundation under the Bridging the Gap: Unlocking Small Business Finance through Fintech Partnerships initiative, the report examines Bangladesh’s MSME financing ecosystem. It looks at the ecosystem from both lender and borrower perspectives. The study maps banks, NBFIs, MFIs, fintechs, mobile financial service providers, regulators, and development partners. It also assesses lending processes, borrower behaviour, regulatory conditions, and opportunities for fintech-enabled credit. The research draws on 329 MSME surveys, 20 key informant interviews, 12 in-depth interviews, and four focus group discussions.

The analysis reveals a persistent mismatch between MSME financing needs and existing formal credit products. Around 95% of surveyed MSMEs reported facing financial constraints. Many primarily need short-term working capital and relatively small loans. However, these needs are not always well served by traditional banking models. Banks can take 15–30 days or more to process loans. MFIs, by comparison, typically complete the process in around seven days. Digitally enabled finance can provide even faster access, but its scale and awareness remain limited. Still, 74% of surveyed MSMEs expressed interest in digital credit. This points to strong demand for simpler, faster, and more accessible financing options.

The report presents a strategic roadmap for expanding inclusive finance. It calls for stronger fintech partnerships, better use of alternative data, and greater interoperability between financial institutions. It also emphasizes the need for commercially viable small-ticket lending models. Other priorities include piloting fintech-enabled credit products and developing shared digital infrastructure. The roadmap also recommends automated credit assessment, improved repayment systems, stronger borrower capabilities, and better regulatory coordination. Closing Bangladesh’s MSME financing gap will require closer collaboration across the ecosystem. Banks, MFIs, fintechs, regulators, development partners, and enterprises all have a role to play in building a more inclusive and scalable financial system.
