Implementation Pathways for FY27 Budget Priorities for Crop Agriculture: From Allocation to Impact presents the key insights and actionable recommendations from the roundtable, Strategic Discussion on Crop Agriculture Budget FY 2026–27, jointly hosted by LightCastle Partners and the Sustainable Agriculture Foundation Bangladesh.

Bringing together 22 stakeholders from government, the private sector, academia, development partners, financial institutions, and research organizations, the discussion examined whether the FY2026–27 national budget adequately addresses Bangladesh’s evolving agricultural challenges and identified practical pathways for translating budget allocations into measurable outcomes.

The publication assesses the FY2026–27 agriculture budget against the sector’s most pressing structural challenges, including import dependency for agricultural inputs, post-harvest losses, fragmented mechanization, climate vulnerability, and weak market linkages.

While participants acknowledged positive policy signals such as increased development spending, fertilizer tax exemptions, and the rollout of the Farmer Card initiative, they emphasized that successful implementation will depend on stronger institutional coordination, accountability, and effective delivery mechanisms.

The insights brief outlines practical implementation pathways across six priority areas: subsidy reform and input access, seed ecosystem development, mechanization, post-harvest infrastructure, agro-processing, and climate resilience. For each theme, it identifies lead institutions, coordinating agencies, monitoring indicators, and actionable policy recommendations designed to strengthen programme effectiveness and improve long-term sector outcomes.

The report also highlights opportunities to expand public-private partnerships, promote private investment in cold-chain infrastructure and agro-processing, strengthen agricultural research and innovation, and accelerate the adoption of climate-smart agriculture.

Beyond identifying policy priorities, the publication introduces a phased decision framework that categorizes recommendations based on implementation complexity—from targeted fiscal adjustments and incremental improvements to broader structural reforms requiring cross-agency collaboration.
