LightCastle Partners has been commissioned by Helvetas Bangladesh to conduct a baseline study for Phase II of the Strengthened and Informative Migration Systems (SIMS) project. The study will cover 10 upazilas in Chandpur and Cox’s Bazar.
The main objective is to assess safe migration practices, access to justice, and access to information in these migration-prone districts. In addition, the study will set baseline and target values for key result indicators. These will help guide and measure progress during SIMS Phase II, with a strong focus on Gender Equality and Social Inclusion (GESI).
Labour migration and remittances have long supported Bangladesh’s foreign exchange reserves. They have also contributed directly to rural economic growth. However, migrants and their families continue to face serious challenges. These include high, debt-financed migration costs, poor working conditions, and barriers to accessing information, justice, and dispute resolution.
Phase I of SIMS (2019–2024) addressed some of these issues. It empowered migrant workers and their families through greater awareness of safe migration practices and legal rights. Furthermore, it introduced innovative, evidence-based models to strengthen policy advocacy and drive systemic reforms.
Building on these results, Phase II will institutionalize proven models from Phase I. It will also deepen the capacity of public and private service providers. Moreover, it will strengthen the overall migration ecosystem, ensuring safer and more equitable pathways for aspiring migrants.

To achieve this, LightCastle Partners is applying a mixed-methods approach. This combines quantitative surveys with over 400 respondents across three migration-relevant segments, and qualitative research with more than 20 in-depth interviews (IDIs), focus group discussions (FGDs), and key informant interviews (KIIs) involving district and national stakeholders.
