LightCastle Partners Conducts Impact Evaluation of BRAC’s Enterprise Development Programme under ISEC 

LightCastle Partners is evaluating the Enterprise Development component of BRAC’s Skills Development Programme, implemented through the ISEC project titled “Leaving No One Behind: Improving Skills and Economic Opportunities.”

ISEC is a multi-partner initiative led by BRAC and supported by ILO, UNDP, UNHCR, and IOM, with funding from Global Affairs Canada. The study focuses on the Enterprise Development component in Cox’s Bazar, which aims to strengthen micro and small entrepreneurs through targeted training, financial linkages, and mentoring support.

The evaluation explores how effectively BRAC’s intervention has fostered sustainable MSMEs, created local jobs, and promoted economic inclusion for women and persons with disabilities. These goals are particularly important in Cox’s Bazar, where communities continue to face the combined challenges of the Rohingya influx and pandemic-related disruptions.

By analyzing enterprise performance, job quality, and inclusivity outcomes, LightCastle will provide an evidence-based roadmap to help BRAC and its partners refine training curricula, enhance mentoring, and expand market and finance linkages.

The study will track growth indicators such as revenue, workforce size, and job stability while examining how gender and disability inclusion contribute to business resilience within Cox’s Bazar’s evolving market ecosystem.
