LightCastle Partners has recently signed a contract with Start Network to deliver updated Tiered Due Diligence assessments covering 22 member NGOs in Bangladesh. This engagement centers on evaluating organizational capacities and risk management practices, while strengthening their ability to respond rapidly and responsibly to emerging humanitarian needs and demands nationwide.
Under this engagement, LightCastle will review the existing 2022 framework in collaboration with Start Network’s global and Bangladesh teams, recommending enhancements that incorporate evolving compliance standards and local operational realities. The team will also develop tailored assessment instruments- including interview guides, revised questionnaires, scoring tools, and evidence checklists to evaluate the organizations across nine critical thematic areas:
The final summary learning report will consolidate findings from the 22 assessments, highlighting common strengths, systemic risks, and capacity gaps. These insights will inform Start Network’s capacity-building initiatives, enabling member NGOs to strengthen governance, financial management, risk mitigation, and other core operational functions. Tier classifications (Tier 1–3) will identify organizations best positioned to access Start Fund Bangladesh (SFB), supporting faster, locally-led responses to small- and medium-scale crises.
By enhancing compliance and institutional capacity, LightCastle will help these organizations secure timely and effective emergency funding, reinforcing resilience at the grassroots level. Leveraging its experience from similar due diligence engagements, LightCastle aims to provide actionable recommendations that strengthen governance and improve NGOs’ ability to respond rapidly and responsibly to emerging humanitarian needs.
This work will ultimately, directly advance Start Network’s mission to promote locally led humanitarian action, ensuring that NGOs in Bangladesh can engage effectively in SFB and other network initiatives, ultimately enhancing the speed, equity, and impact of humanitarian assistance nationwide.
