LightCastle Partners is pleased to be onboarded as the consulting firm by the International Labour Organization (ILO) to undertake a critical technical initiative: the development of National Minimum Standards (NMS) for childcare in Bangladesh. This project, in close coordination with the Ministry of Women and Children Affairs (MoWCA), aims to strengthen the childcare ecosystem by establishing clear, unified, and enforceable standards. Building a strong NMS will be instrumental in ensuring the safety, quality, and accessibility of childcare services for all children irrespective of their race, ethnicity, and family’s social status.
With the growing recognition of the importance of young children’s development and wellbeing by the Government of Bangladesh (GoB), the National Minimum Standards for Childcare will contribute to the Roadmap for Childcare in Bangladesh, currently being led by MoWCA. Through the development of the standards, LightCastle Partners will also assist the government in building the governance architecture for the sector.
Building on the insights generated through a study on childcare practices and gaps across the various models currently operating in Bangladesh and abroad and reflecting on the international good practices in similar developing economies, the NMS will highlight the emerging childcare needs and design specific policy interventions for the advancement of the childcare sector in Bangladesh.
In this undertaking, LightCastle Partners will focus on 10 core quality areas, including early childhood education and development, health and nutrition, safeguarding and protection, administration and operation, infrastructural development, and labor practices. In addition to addressing the evolving needs of early childhood development, the study will also address the importance of decent work in the childcare sector by applying the tripartite engagement model of ILO through multiple interviews, consultation meetings, and validation workshops.
This agreement underscores LightCastle Partners’ commitment to fostering inclusive economic growth through data-driven insights and collaborative initiatives. As the project unfolds, it will provide valuable recommendations for market actors, policy makers, development agencies and private sector stakeholders, ultimately contributing to the development and further recognition of the formal childcare sector.
