Bangladesh’s agriculture sector continues to play a critical role in employment, food security, and economic activity, yet significant value is lost between production and consumption. Post-harvest losses, inadequate cold-chain coverage, fragmented transport systems, limited processing capacity, and gaps in testing and quality assurance continue to constrain the sector. The report highlights that these challenges are not solely infrastructural but are closely linked to the regulatory and institutional environment governing how agricultural products are handled, transported, stored, processed, tested, and brought to market.
Commissioned by the Embassy of the Kingdom of the Netherlands (EKN) in Bangladesh and the Netherlands Enterprise Agency (RVO), Agro-Logistics & Post-Processing in Bangladesh: Policy Landscape & System Diagnostics examines the policy, regulatory, and institutional environment shaping Bangladesh’s agro-logistics ecosystem. The study maps the value chain across post-harvest handling, transport, storage and cold chain, processing and packaging, testing and certification, and end-market linkages, while assessing the barriers affecting private investment, PPP participation, and SME engagement.
The analysis identifies regulatory rigidity, fiscal and tariff barriers, financing and incentive gaps, fragmented institutional mandates, policy incoherence, and digital and operational disconnects as key constraints. It outlines policy and institutional reforms aimed at creating a more coordinated and investment-friendly agro-logistics ecosystem, including stronger inter-agency coordination, risk-based compliance, expanded testing and certification capacity, and greater support for cold-chain and agro-processing investment.
