LightCastle Partners to Conduct MSMEs and Start-ups Skills Gap Need Assessment for UNCDF across the Federated States of Micronesia 

LightCastle Partners has partnered with the United Nations Capital Development Fund (UNCDF) to conduct a comprehensive Skills Gap Need Assessment for MSMEs and Start-ups in the Federated States of Micronesia (FSM). The study will generate actionable market intelligence to support the Pacific Digital Economy Programme (PDEP), identifying key capacity-building priorities for local entrepreneurs while offering strategic recommendations to strengthen and sustain FSM’s entrepreneurial ecosystem. 

Mapping Pathways for Digital Inclusion and Entrepreneurial Growth 

FSM faces unique structural challenges as a Small Island Developing State (SIDS), characterized by extreme geographic dispersion and limited private-sector scale. This project will address those challenges by examining how enhanced digital and financial capabilities can fill critical gaps in the local market. The research focuses on identifying capability shortfalls in digital literacy, financial management, and the adoption of digital financial services (DFS) across key sectors, including agriculture, retail, and services

Throughout this project, LightCastle will: 

  • Analyze the enabling ecosystem, including regulatory frameworks, licensing processes, and institutional structures that shape MSMEs formation and formalization. 
  • Evaluate the digital economy landscape, mapping key actors from digital service providers and e-commerce platforms to mobile money operators. 
  • Document the full spectrum of skills gaps across five dimensions: knowledge, skills, awareness, access, and attitude. 
  • Assess practical barriers to finance and digital adoption, including infrastructure limitations, collateral requirements, and trust-related constraints. 
  • Develop evidence-based recommendations to support the College of Micronesia in strengthening its MSMEs and start-up training curriculum, with a focus on context-specific digital and financial literacy needs across different stages of business development. 

Facilitating Inclusive Development and Economic Resilience 

This study equips decision-makers at UNCDF and the College of Micronesia with the insights needed to establish evidence-based capacity-building programs for Micronesian enterprises. By highlighting where skills deficits hinder productivity and growth, the research creates a foundation for sustainable local development that advances the nation’s economic and digital priorities.
