LightCastle Partners has partnered with the United Nations Capital Development Fund (UNCDF) to conduct a comprehensive Skills Gap Need Assessment for MSMEs and Start-ups in the Federated States of Micronesia (FSM). The study will generate actionable market intelligence to support the Pacific Digital Economy Programme (PDEP), identifying key capacity-building priorities for local entrepreneurs while offering strategic recommendations to strengthen and sustain FSM’s entrepreneurial ecosystem.
FSM faces unique structural challenges as a Small Island Developing State (SIDS), characterized by extreme geographic dispersion and limited private-sector scale. This project will address those challenges by examining how enhanced digital and financial capabilities can fill critical gaps in the local market. The research focuses on identifying capability shortfalls in digital literacy, financial management, and the adoption of digital financial services (DFS) across key sectors, including agriculture, retail, and services.
